K-12 Education Discussion Panel
Please join SMPS Palmetto’s February panel discussion that will focus on what the future holds for the K-12 Education industry. Facility experts will discuss recent bond referendums, current projects, and how the schools are handling COVID-19. Our panelists joining us include:

Scott Carlin, Executive Director of Facilities
Greenville County Schools

Mr. Scott Carlin began his career as an Air Force Civil Engineer Officer in 1989. For the past 30 years he has served in numerous roles in public service and public and private education. In 1997 he left active duty service and became the Assistant Director of Facilities with Mercer University in Macon, Georgia. In 1999 he joined School District 5 of Lexington/Richland Counties as the Coordinator of Facilities Operations, where he oversaw the construction, maintenance and renewal of all district schools and facilities including the overall growth of the district from 2.5 to 3.5 million square feet of educational real property.

Will Anderson, Chief Operations Officer
Richland School District Two

Will Anderson handles all the operations of the Richland School District Two which has 29,000 students, 4,000 employees, 42 schools and close to 6 million sq feet of facilities. Those operations include Facilities, Maintenance, New Construction, Food Services, Custodial, Lawns and Grounds, Safety and Security, Logistics, and Transportation. Will joined Richland School District Two in 2008 as a GIS/data specialist before being promoted to Planning Coordinator, Director of Planning, Executive Director of Operations and then Chief Operations Officer. After earning a Bachelor of Science in geography from the University of South Carolina in 2004, Anderson held GIS technician and manager positions in county governments for more than three years before coming to Richland Two. He earned a Master of Public Administration from Clemson in 2017.

Clay Cannon, Director of Facilities Operations
School District Five of Lexington & Richland Counties

Before joining School District Five of Lexington & Richland Counties, Cannon served as Vice President and partner of Midlands-based engineering firm RB Todd & Associates, where he handled project completion of various projects such as the University of South Carolina Law School, Midlands Technical College Library and Riverbanks Zoo Waterfall Junction. Cannon worked as a consultant and project manager for School District Five and other educational institutions. He received his Bachelor of Science degree from Clemson University, where he graduated cum laude and was a recipient of the Madren Scholarship awarded to an Outstanding Senior Civil Engineering Student. In addition to his work at RB Todd & Associates, he served as a project manager at Power Engineering Company. He holds an active Professional Engineering License and is a member of the American Society of Civil Engineers.
